Restart Your Android Device If You Haven't Already Done So.
It's always the first thing I advise everyone to do if they have any problems with their Android devices (and even if they don't it's a good practice).
To restart your phone, hold power button for a couple of seconds and when a small menu pops up (like the one below), choose Restart.
Make Sure Your Data Connection/WiFi Is Turned On And Working.
It's always the first thing to check if you experience any Interned-related problems with your Android phone or tablet. It's astonishing how many people think there is something really wrong with their devices when in fact they forgot to turn WiFi on or their data package has been fully used.
To check if everything's OK, swipe the top of the screen down, click on the square in the right corner and you will see the summary of basic settings (it looks like that in my HTC One with Android KitKat but it may vary depending on the phone model and Android version you are using).Make sure that WiFi or Mobile Data is turned on. This is how it looks in my phone:
If you are relying on Mobile Data only and even though it's turned on and it doesn't work properly, make sure that you haven't exceeded your mobile data plan. That's a very common cause of problems with downloading apps from Google Play. You can check how much data you already used by going to Settings > Wireless & Networks > More >Usage
Clear Cache Of Google Play App
If you are downloading a lot of stuff and using mostly WiFi, it may be a good idea to clear cache of the apps, especially Google Play app.
To do this, to go Settings > Apps > Select Google Play and swipe down until you see 'Clear cache' button and tap on it. This was the solution in the case of 2 phones I examined. Here's how I did it on HTC One:

Make Sure You Have Data Enough Phone Storage Available

Most Android phones and tablets by default download and install apps to their phone storage (later you can move some of them to the SD card storage). If you don't have enough internal storage available, you won't be able to install any new apps. To check if you have enough storage available, to go Settings > Storage.
If there isn't enough free space, you may want to uninstall some Android apps or games you don't use. You can uninstall apps by simply going to Settings > Apps and selecting the app you want to uninstall and then clicking 'Uninstall' or you can use a very simple and nice app called 'Easy Uninstaller' which easily lets you uninstall chosen apps with just a few clicks.
Update Your Phone And Google Play App
Having up-to-date software and apps is not only essential for security reasons but very often also for the proper performance of your device and apps it's running. First, make sure Android is up-to-date. To check it, go to Settings > About > Software updates and Check Now. If there are any updates, install them (it's best to do that via WiFi because they are usually heavyweight).
You may also want to reinstall updates of Google Play app (if you don't use the option of automatic app updates or if there was some problem during the installation process). To do it, go to Settings > Apps, choose Google Play and then Uninstall updates. Once the updates are uninstalled, open Google Play app and (if you have strong WiFi or mobile data connection), it will quickly update to the latest version.
